"Create a new security group, add Domain Users (Or whatever users that you want to have access to update) to that group. Push the group via GPO to all computers (Or the OU that you want), and use the GPO below to give the new security group admin rights to the Program Files/Java and any other applications you want them to be able to update.
Computer Configuration\Policies\Windows Settings\Security Settings\File System
Right-click, add file. Navigate to the folder, select OK. Add the security group permissions and apply.

Edit: Use ProcessExplorer while running the update to see what files/services that are being accessed, then grant that security group permissions for said files/services. Sometimes the folder in Program Files isn't always enough.
